Four home builders settle stormwater violations

Four of the nation's largest home building firms will pay $4.3 million in civil penalties for violating the Clean Water Act at hundreds of constructions sites in 34 states and the District of Columbia, including 17 sites in Fairfax County and more than 100 in Virginia.

The violations of stormwater run-off regulations were discovered after a series of inspections by the Environmental Protection Agency and the Virginia Department of Conservation and Recreation. The home builders in violation are Centex Homes, KB Homes, Pulte Homes and Richmond American Homes. While none of the companies is based in Virginia, all four had multiple sites in Fairfax County.

Centex will pay $1.5 million, KB Homes $1.2 million, Pulte $877,000 and Richmond $795,000.
Combined, the four builders accounted for more than 124,000 home closings in 2006, and are ranked nationally among the top 10 builders in terms of home closings and revenues.
Virginia's share of the settlement is $148,000, which will go the Virginia Stormwater Management Fund.
